Laws and Tax Credit
The Circuitry Act of 1993
This laws states that all 13" or larger TV sets manufactured for the USA must have a built-in decoder. Actually, this was a fairness issue with the hard of hearing and deaf population. Before a built-in decoder was required in a TV set, people had to invest in an additional decoder in order to read the captions. Most all TV sets now in our homes have a decoder inside them. This decoder is activated by the remote that allows the captions to become accessible for the viewer.
Americans With Disabilities Act (ADA)
Prohibits discrimination based on disability in the provision of goods and services by public or private establishments or federal, state or local government agencies. Captions and subtitles are tools used to create an equal opportunity for everyone to understand a video or TV program.
Telecommunications Act of 1996
Required for all TV programming to be closed caption by the year 2006. This includes all cable, independent PBS and network stations. Most TV networks have to increase the percentage of their captioned programming hours yearly.
Tax Credit:
